Start defining Iterfaces to manipulate Requirements

[Doc]  Added all normative Documentation

[REQIF Parser] Improved parsing for XHTML tags and ATTRIBUTE-xxx-ENUMERATION

[REQIF] Walking through the reqif file seems to work with the parser

Started register elements for the parser.

Update rules and utils to use lemonxx

Parse Elements stops at SPEC-OBJECTS. To be continued so tha all elements will be parsed

First time compile reqif work with visual studio 2022

[lemon] Building rules are ok. Need to fixe the build errors now

Started windows build with ragel and lemon
